The verdict: A coin flip, with Terrax by a hair
Fight rules: both fighters at their peak, no preparation, no allies, only their own powers and personal gear. A win is a knockout, a restraint they can't escape, or a forced surrender. The percentages are fan estimates, not official information.
Doom's edge
Doom has already beaten him once with a plan: he gave Terrax a dose of cosmic power built to burn his body out within hours (Fantastic Four #258–260, 1983). Terrax also weakens when he loses contact with the ground, and Doom flies.
Terrax's edge
The Power Cosmic, a cosmic axe that fires waves of force, and control over earth and stone on a planetary scale: he once lifted Manhattan into the sky. With Doom's power in him he beat the Fantastic Four and then froze Doom inside his own armor (Fantastic Four #258–260, 1983).

Tyros was the tyrant of the city of Lanlak on Birj, a moon of the gas giant Marman. Galactus chose him as a herald for his ruthlessness rather than offering a bargain, and Terrax served out of fear, not loyalty (Fantastic Four #211, 1979). After he rebelled, Galactus stripped his power and left him in a coma. Doom's robots stole him from a hospital and took him to Latveria, where Doom restored him, gave him a limited dose of cosmic power in a suit that regulated it, and sent him against the Fantastic Four, knowing the power would destroy his body within hours. Terrax beat the Four, turned on Doom and froze him inside his armor; in the battle with the Silver Surfer that followed, Terrax was consumed by the Power Cosmic and Doom's body was destroyed, his mind surviving only by transfer (Fantastic Four #258–260, 1983). Terrax later regained his power and fought with the Cabal during the Incursions.
