The verdict: A coin flip, with Doom by a hair
Fight rules: both fighters at their peak, no preparation, no allies, only their own powers and personal gear. A win is a knockout, a restraint they can't escape, or a forced surrender. The percentages are fan estimates, not official information.
Doom's edge
Sorcery, blasts that work at range, and time: the longer Namor fights out of water, the weaker he gets. On Battleworld, one energy blast from Doom was enough to kill him (Secret Wars #9, 2015).
Namor's edge
Strength that rivals the Thing's and grows near water, flight, a soldier's training going back to World War II, and the closest thing Doom has to a peer: another king who answers to no one.

Namor is the son of an American sea captain and an Atlantean princess, half human and half Atlantean, with small wings on his ankles that let him fly. He fought the Axis in World War II with the Invaders, then vanished; Johnny Storm found him years later, an amnesiac in a Bowery flophouse, and restored his memory (Fantastic Four #4, 1962). Two issues later he and Doom formed the first super-villain team-up, and Doom betrayed him (Fantastic Four #6, 1962). They have been uneasy allies and rivals ever since, two monarchs who respect each other more than anyone else. As a member of the Illuminati, Namor was the one willing to destroy another Earth to save this one when the Incursions began (New Avengers vol. 3 #21–22, 2014), and he founded the Cabal to keep doing it (#23). Thanos took it from him, and when Namor tried to destroy it, Black Panther and Black Bolt left him to die (Avengers vol. 5 #40, 2015). On Battleworld he and Black Panther raised an army from the Deadlands and marched it on Doomstadt (Secret Wars #7–8), and Doom killed him with a single blast (Secret Wars #9). In 2026 he shares a series with Black Panther, Black Panther/Namor: Doomed, in which, by Marvel's description, the two kings cross paths with Doom's wandering soul.
